			<content:encoded><![CDATA[<div>Lieutenant General Henry &#8220;Trey&#8221; Obering, Missile Defense Agency (MDA) director, announced the successful completion today of the latest Aegis Ballistic Missile Defense &#8220;hit to kill&#8221; intercept flight test. Conducted jointly with the US Navy, the test involved the simultaneous engagements of a ballistic missile &#8220;unitary&#8221; target (meaning that the target warhead and booster remain attached) and a surrogate hostile air target. This marked the eighth successful intercept in ten flight tests for the Aegis Ballistic Missile Defense (BMD) Program. The Aegis BMD system is the maritime component of the MDA&#8217;s Ballistic Missile Defense System, and is designed to intercept and destroy short to intermediate-range ballistic missiles. This test also marked the 27th successful hit to kill intercept in tests since 2001. The mission was completed by the Aegis BMD cruiser USS Lake Erie (CG 70), using the Aegis BMD&#8217;s shipboard weapon system; the Standard Missile-3 (SM-3) Block IA, against the ballistic missile target; and the Standard Missile-2 (SM-2) Block IIIA, against the surrogate hostile air target. The test demonstrated the USS Lake Erie&#8217;s ability to engage a ballistic missile threat and defend itself from attack at the same time. The test also demonstrated the effectiveness of engineering, manufacturing, and mission assurance changes in the solid divert and attitude control system (SDACS) in the kinetic kill weapon. This was the first flight test of all the SM-3 Block IA&#8217;s upgrades <b>&#8230;</b></p>

Quite simply, a defense contractor is a company or individual that provides products or services to the defense department of a military. Products range from military aircraft to ships to “Meals Ready To Eat”, the beloved MREs that provide the bulk of the food in the field. Services include training, logistics, technical support, communications and even catering. What defense contractors do not generally do is provide direct support to military operations in the field. Under the Geneva Conventions any company or individual that does provide direct support are themselves available for and vulnerable to military attack from the other side. In other words, if your business shows up for direct help on a battlefield, you too can be legally shot. Most defense contractors don’t really want to sign up for that sort of thing Private military contractors, on the other hand, offer specialized military services and are occasionally classified as “mercenaries”. They’re also called private security contractors, private military corporations, private military firms, and military service providers. They generally offer the same sorts of services as the military or police force does, only on a smaller or more specific scale. They’re called private military contractors whether they work for a government or for a private corporation, which means that they can’t always be called a “defense contractor.” They don’t often provide offensive forces in a war zone, because they’d be considered unlawful combatants, but they do get into combat areas often as defensive forces such as bodyguards or rearguards. The biggest difference between strict defense contractors and private military contractors is that defense contractors most often supply a product and the specific people needed to support that product, while private military contractors supply people with tactical skills and combat experience. Many private military contractors will not engage in offensive combat because if they do, they may be legally classified as mercenaries, which would deny them the protections of the Geneva Conventions in the event of being captured. In the past, private military contractors working with the American military have not fallen under the regulations of the Uniform Code of Military Justice except during a war legally declared by Congress. In light of the recent conflict in Iraq, which was never ratified by Congress as a “war”, the UCMJ has recently been changed to cover private military contractor behavior during a “contingency action” as well. Defense contractors, on the other hand, are completely civilian and usually not bound by the UCMJ at all. Instead, their behavior is regulated and supervised by the Department of Justice whenever in a foreign nation. This distinction is important to anyone trying to become or get hired by a contractor. It’s important to know who exactly is hiring you, what your risks are, and what you’re signing up to provide. While most of the workforce doesn’t have to worry about these fine points, they become quite important to potential contractors. Education is, as always, your greatest asset.</div>

The UID registry is a way of indentifying and classifying items used by the DoD. In simple terms it can be defined as a way of identifying and controlling parts and assets used by the military. The UID registry allows the military to have better control of those assets and is better able to perform any necessary audits.  The UID registry regulations stipulate that items sold to the Department of Defense have to be marked with a 2 dimensional number that is non erasable. These markings are made to be machine readable. The reason, so that human error is reduced.</p>
<p>Through the use of the UID registry the acquisition of products is done much more efficiently, and the inventory control has also been improved. This makes it much easier for the DoD to make payment to providers at the specified time. Currently it is required that any defense providers be in compliance with the UID registry.  This registry was first introduced by the Defense department in 2004, and now it is this registry that keeps all the information about the DoD assets, future assets, and past. The UID registry keeps all the data and helps the Defense department keep track of items that are arriving, are depleted, and need to be replaced. This new system allows personnel to easily track an item across the nation and even in other countries. All records can be easily accessed even when a product is no longer in use. The UID registry keeps data such as manufacturer, acquisition date, and even repair information.</p>
<p>Providers must submit information to the UID registry, so that it can easily be managed by Defense personnel. It is important that this submission process begin early on and that all data entered be correct. The registry will require information like, part number, serial number, enterprise code, among other information.  As with most military acquisition processes, there is a certain way the data must be submitted and contractors must follow procedures to be accepted.  The data needs to be converted to XML format before being accepted into the UID Registry, however, all external files need to be modified to the UID registry requirements before being changed over to XML format.  There are specific formats available from the UID registry personnel which go over the process for contractors. Following this process the data is submitted for UID testing and for approval in the UID registry.  The approval process can be seen at the UID registry website, and if all information has been submitted according to the DoD requirements then it should be approved.</p></div>

 The media, as well as protest groups has portrayed the Company as a &#8220;Danger&#8221; for being &#8220;Above the law&#8221;</p>
<p> For those of you who don&#8217;t know, Blackwater is a Private Military Contracter; meaning if you have experience in the Military, you can undergo a Contract with them for a fair sum of money. It could be to protect, secure, or fight in the War. Many are fighting in the War as we speak, and earning a nice bit of money from it. But are they really a danger?</p>
